This was the initial advice given to me by my supervisor.
“Listed below is what we discussed and what we agreed as a plan going forward.
We would limit the focus of your study to look only at police use of technology and not police powers, tools etc. This means that your literature view can be more tightly focussed and coherent. So too can the questions in your survey. The general focus of your study will therefore be something like: public attitudes towards police use of technology.
Now we have a focus for your study, you need to identify the relevant literature. This will cover several key areas: (1) the police use of technology (examples, uses, costs, effects, harms), (2) police attitudes towards/support for/resistance to technology and (3) most relevant, public/citizen attitudes towards police technologies. As discussed, these studies might relate to police tech more generally or specific types of tech such as body worn cameras.
In searching for relevant studies, see if there are any published studies which you can use as a guide or template for your study. Could you reuse the surveys they ask, or tweak some questions?
